The Dependency Dilemma
China, Cyber Risks and European Sovereignty
A pre-event of The Hague TIX on June 29th, 2026
Join us the day before The Hague Threat Intelligence Exchange (TIX) for an exclusive pre-event presentation, hosted by Hunt & Hackett in collaboration with Leiden University researcher Jake Wright.
This session brings together academic and industry perspectives on one of the most pressing geopolitical and cybersecurity challenges of our time: Europe's technological dependence, and what it means for our digital security.
What we'll dive into:
How can Europe develop a technologically sovereign society when it is still dependent on Silicon Valley? What alternatives are being offered by China, and what latent risks need to be controlled for? Jake Wright gives a whole-stack landscape of the open-source communities in China, their global impact, and some initial insights into the Chinese government's motivations for encouraging open-source technologies. With this landscape drawn, he will reflect on how the European Union can intelligently use its market and regulatory power to carve a secure, performant, and open digital economy.
Francisco Dominguez, security expert at Hunt & Hackett, then picks up where Jake leaves off: translating that geopolitical picture into concrete cyber risk. What does dependency on Chinese technology mean for Europe's attack surface? Diving into China's cyber ecosystem, he will explore how European organisations can use threat intelligence to understand and defend against this threat.

Jake Wright
Jake Wright is a lecturer of Security Studies at Leiden University and a researcher of China’s open-source innovation policies on emerging technologies such as AI and RISC-V processors. He is also a writer on the geopolitics of technologies like 3D-printing, and critical minerals in global supply chains.
Francisco Dominguez
Francisco Dominguez has been moving between technical deep dives and boardroom discussions for some twenty years. Hacking and breaking into different environments — combining technical knowledge with an understanding of the processes behind them — has always been his greatest passion. He has worked at Fox-IT and Securify before joining Hunt & Hackett, where he continues to operate at the cutting edge of cybersecurity.
